Thailand Casino Guide

Getting Started

Like a good number of Asian countries, gambling is not a straightforward process for Thai players. With potential penalties, including fines and prison sentences, it is essential to understand the laws properly before you decide to gamble in Thailand. Fortunately, our team has studied Thai gambling law, and we believe we’ve got a handle on everything you need to know about taking a risk and betting in the country.

Of course, there are plenty of twists and turns along the way to understanding Thai gambling laws. Bear with us as we explain what you can and cannot expect to do in the Asian country. Let’s start by looking at the primary legislation in effect in Thailand.

Thailand’s Gambling Laws and Regulations

Thai gambling law is largely formed from the Gambling Act, known as BE 2478/1935. What this does is effectively divide gambling games into two genres – List A and List B. List A includes games that are absolutely forbidden, and these include animal betting and blood sports, but also roulette and slots. List B includes everything that didn’t make the first list – including bingo, sports betting and more. This may seem as though List B might be illegal and List A, not so much. However, don’t misunderstand here – both are illegal.

The primary difference between List A and List B is that if you are caught betting on List A games, you’ll face harsher penalties than if you were caught playing List B games. The maximum penalties can include 5,000-baht fines or up to three years in prison. Other laws that work against you include the Anti-Money Laundering Act and the Playing Cards Act.

Despite this, horse racing (trackside in Bangkok) and Thailand’s national lottery are considered legal ways to bet in the country. Obviously, with such a limited array of options open to them, it is not surprising to see Thai players head to offshore casinos and sportsbooks to bet. There are risks involved here.

The Thai authorities regularly crack down on illegal gambling options. However, it is worth noting that Thailand rarely bothers dealing with its residents who gamble online. It does place blocks with some ISPs, though, in a bid to block Thai residents’ access to offshore betting sites. However, this blacklist isn’t particularly big or effective, as many Thai players opt to use VPNs to get around it.

Who Regulates and Licenses Thai Casino Sites?

Lottery gambling is legal in Thailand if you head over to the National Lottery, a state-run monopoly. This first appeared in 1933 and is one of only two ways you can bet. The second is at the Royal Turf Club or the Royal Bangkok Sports Club in Bangkok, where you can wager on horse racing via trackside bookies. Each of these authorities runs and regulates its own games, so there is no unified licensing body or regulatory authority in place in Thailand. Because of this, Thailand has struggled to crack down on illegal online gambling. This sometimes works in favour of Thai gamblers online.

While Thai players are not permitted to gamble at online casinos, they are not always prosecuted for doing so. The same is true of bingo and poker games, with sports betting particularly popular. We should stress that while your chances of getting caught (when using decent protection) are low, we cannot guarantee that Thailand won’t seek to punish you. Obviously, the risk is yours to take.

Thailand’s Most Popular Gambling Games

Thai players get most of their kicks playing at offshore betting sites. Poker is an immensely popular game in Thailand. Sports betting is also a major market in the country, with lots of ways to gamble on sports online away from the authorities’ gaze. Many Thai players also enjoy card games, although they tend to do this in the comfort (and security) of their own homes. Slots aren’t that popular in the country, with lottery and number-betting games seeming to be more prevalent amongst Thai bettors.

Apart from Thailand’s National Lottery, there isn’t really a games provider present in the country. This lotto company doesn’t even run online games. As Thailand hasn’t legalised online casino gambling, therefore, all the games or the developers you can find are located at offshore casinos. It’s a mixed-bag sort of affair when it comes to casino software providers. Some specialise in the Asian market; some are top-tier providers, and others you won’t have heard of.

Who Can Play?

All the sites that you see advertised as Thai casinos are based offshore – without exception. Therefore, they aren’t just open to accepting players from Thailand. These also take players from other parts of the world.

There is a large number of Asian-facing casinos that accept players from all over the continent. These will likely accept the Thai baht, and a good number of them also offer gameplay and support in Thai. These options are less common a typical Western-facing casinos that may accept Thai players. At those sites, they will likely need to use US dollars and play in English.

Online Casino Payment Options

In Thailand, there are several payment methods that players can use to fund their online casino accounts. Here, I have categorized them into Credit/Debit Cards, E-Wallets, Cryptocurrencies, and Bank Transfers, and provided a brief description of each method:

Credit/Debit Cards:

  • Visa: Visa is a widely accepted payment method for online casinos in Thailand. It provides secure transactions and instant deposits for players using both credit and debit cards. Withdrawals are also available, though they may take a few days to process.
  • MasterCard: Similar to Visa, MasterCard is another popular option for Thai players. It offers secure transactions, instant deposits, and withdrawals that may take a few days to complete.

E-Wallets:

  • TrueMoney Wallet: TrueMoney Wallet is a popular e-wallet service in Thailand. It allows users to deposit and withdraw funds easily and securely from online casinos. The service supports various local payment options, such as bill payment and top-up services, making it a convenient choice for Thai players.
  • Line Pay: Line Pay is an e-wallet service provided by the popular messaging app Line. It allows users to fund their online casino accounts securely, and supports transactions in Thai Baht.

Cryptocurrencies:

  • Bitcoin: Bitcoin is a popular cryptocurrency that offers secure, anonymous transactions for online casino players in Thailand. It allows for quick deposits and withdrawals, often with lower fees than traditional payment methods.
  • Ethereum: Ethereum is another widely accepted cryptocurrency in the online gambling industry. It offers similar benefits to Bitcoin, such as secure and anonymous transactions, quick processing times, and low fees.

Bank Transfers:

  • PromptPay: PromptPay is a real-time electronic funds transfer service in Thailand that allows users to send and receive money instantly using their mobile phone number or national ID number. Many online casinos accept PromptPay as a deposit and withdrawal method, making it a convenient option for Thai players.
  • Kasikorn Bank (KBank): KBank is one of the largest banks in Thailand, and some online casinos offer direct bank transfer options for players using this bank. This method provides a secure way to deposit and withdraw funds, although processing times may be longer compared to other methods.

Please note that online gambling is technically illegal in Thailand, and players should use caution when engaging in such activities. It is essential to choose a reliable and secure online casino that accepts Thai players and adheres to responsible gaming practices.

2023-2024 Online Gambling News & Updates in Thailand

The year 2024 marks a transformative period for online casino and gambling regulations in Thailand. A draft bill, the “Comprehensive Entertainment Facilities Act,” has been completed, outlining a regulatory framework aimed at tackling illegal gambling and boosting the national economy. This bill proposes the establishment of integrated entertainment complexes that include casinos, retail facilities, hotels, restaurants, and various leisure activities.

Licensing and Regulation

The draft bill specifies that only Thai-registered entities with a minimum paid-up capital of 10 billion baht (approximately $280 million) are eligible to apply for casino licenses. The initial license period is set at 20 years, with renewals possible for five-year terms. The first licenses will be for large-scale developments requiring a minimum investment of 100 billion baht ($3 billion), primarily located within a 100-kilometer radius of major airports and in designated tourist and border provinces.

Economic Impact

The legalization of casinos within these entertainment complexes is projected to significantly boost Thailand’s economy. Estimates suggest that these integrated resorts could increase average tourist expenditure by 52%, generating an additional $12 billion in tourism revenue. This increase could enhance Thailand’s GDP growth by approximately 1.16 percentage points.

Social Safeguards

To address social concerns, the bill includes several measures such as a casino entry levy for Thai nationals, an exclusion program for individuals prohibited from gambling, and the establishment of a Gambling Prevention Fund to support rehabilitation and education programs. The levy is designed to deter vulnerable groups from gambling while the exclusion program will ensure that individuals identified by courts or family members are prevented from entering casinos.

Opposition and Challenges

Despite the optimistic outlook, there is some opposition from various sectors. Concerns about potential corruption and the socio-economic impact on communities have been raised. The travel and tourism industry, for instance, has expressed reservations about the concentration of entertainment complexes in major tourist areas, suggesting instead that these complexes be situated in second-tier cities to spread economic benefits more evenly across the country.

Future Outlook

The completion of the draft bill and the ongoing studies indicate that Thailand is on the brink of a significant shift in its gambling laws. If the House of Representatives approves the study, the next step will be Cabinet approval, potentially leading to the ratification of the bill by the end of 2024. This swift legislative process could see Thailand outpacing other Asian countries, such as Japan, in establishing its first legal casino resorts, with locations like U-Tapao Airport in Rayong province being prime candidates due to their developed infrastructure .

Expert Opinions

Industry experts like Daniel Cheng highlight the progressive stance of the Thai government as a calming factor for investors. The clear regulatory framework and substantial initial investments required for licenses suggest a stable and lucrative environment for casino operators. This stability is expected to attract significant foreign investment and position Thailand as a major player in the Asian casino market .

In summary, the developments in Thailand’s gambling regulations represent a strategic move to harness economic benefits while addressing social concerns. The potential legalization of casinos is poised to transform the country’s tourism landscape and economic outlook significantly.
