Slovakia first legalised gambling upon independence back in 1993. However, it is the most recent piece of legislation that governs the industry is Act No 30/2019 on Gambling Games. This replaced the previous act from 2005, which effectively legalised online gambling.

Under the law, all forms of gambling are legal in the Eastern European country. Initially, the 2005 act made online gambling the plaything of the state-owned monopoly – a lottery company known as TIPOS. Sports betting was run as a private enterprise, too, albeit under a different monopoly. Of course, monopolies are against the EU’s open market and fair-trade laws. The most recent law change (in 2019) ensured that all forms of online gambling could be run by private companies, even from those outside the country, as long as they are based in the EU. At the same time, TIPOS retains its monopoly, although that is now limited to bingo and lottery games.

So far, everything seems great for Slovak bettors. However, there is one more wrinkle that we need to discuss. An amendment to the law was passed in 2020. This amendment, known as the Slovak Gambling Act, effectively allows territories to ban gambling establishments (albeit not online gambling sites). The capital, Bratislava, was the first territory to do so, and others have followed. In short, it seems that while online gambling seems perfectly fine in Slovakia and moving forward, things are going in reverse for land-based betting.

The Slovakian Office for the Regulation of Gambling is the only authority that is legally permitted to offer gambling licenses to companies. Any EU operation must apply for a gambling license from this body to legally offer their services to players in the country. They are open about granting such licenses, knowing that under EU law, an operator that has been refused a license after applying for one can legally offer their services to players in a country without a said license.

There are several types of licenses out there (casino games, sports betting, online, and so forth), and they are relatively affordable (€3 million).
