Slovakia Casino Guide

Getting Started

Slovakia has a long and proud history of permitting gambling. In fact, some of the more notable online casino software providers from Eastern Europe hail from the EU member state. Ever since its independence in 1993, Slovakia has permitted players to gamble. However, online gambling was only established in 2005. Despite that, Slovakia was still one of the first European countries to have a fully licensed and regulated online gambling industry.

Naturally, this puts Slovak players in good stead to gamble online at their favourite online casinos. Might there still be a few kinks that need ironing out? Join us as we explain all in our guide to online gambling in Slovakia.

Slovakia’s Gambling Laws and Regulations

Slovakia first legalised gambling upon independence back in 1993. However, it is the most recent piece of legislation that governs the industry is Act No 30/2019 on Gambling Games. This replaced the previous act from 2005, which effectively legalised online gambling.

Under the law, all forms of gambling are legal in the Eastern European country. Initially, the 2005 act made online gambling the plaything of the state-owned monopoly – a lottery company known as TIPOS. Sports betting was run as a private enterprise, too, albeit under a different monopoly. Of course, monopolies are against the EU’s open market and fair-trade laws. Therefore, some changes were needed.

The most recent law change (in 2019) ensured that all forms of online gambling could be run by private companies, even from those outside the country, as long as they are based in the EU. At the same time, TIPOS retains its monopoly, although that is now limited to bingo and lottery games.

So far, everything seems great for Slovak bettors. However, there is one more wrinkle that we need to discuss. An amendment to the law was passed in 2020. This amendment, known as the Slovak Gambling Act, effectively allows territories to ban gambling establishments (albeit not online gambling sites). The capital, Bratislava, was the first territory to do so, and others have followed. In short, it seems that while online gambling seems perfectly fine in Slovakia and moving forward, things are going in reverse for land-based betting.

Who Regulates and Licenses Slovakian Casino Sites?

The Slovakian Office for the Regulation of Gambling is the only authority that is legally permitted to offer gambling licenses to companies. Any EU operation must apply for a gambling license from this body to legally offer their services to players in the country. They are open about granting such licenses, knowing that under EU law, an operator that has been refused a license after applying for one can legally offer their services to players in a country without a said license.

There are several types of licenses out there (casino games, sports betting, online, and so forth), and they are relatively affordable (€3 million). Licenses can be valid for anything from two to ten years. We strongly recommend that you play at these trusted and licensed Slovak-friendly online casinos. However, if you wish to go in another direction, there are ample offshore casinos that are equally as trustworthy, and you can find them on this page. All our recommended Slovak-friendly casinos have been vetted and approved by our team and, in some cases, represent better choices than some of the Slovakian-licensed sites you can find online.

However you choose to play in Slovakia, you needn’t worry about punishments or penalties. Slovakia doesn’t penalise its players, even those who play at offshore (non-Slovak licensed) casinos and sportsbooks. In a nutshell, Slovak bettors will find a host of great options and choices for them to choose from.

Slovakia’s Most Popular Gambling Games

Slovak players aren’t fussy when it comes to gambling games. They are known for betting on slots, sports betting options, table games (both RNG – random number generator – and live dealer variants), instant win titles, lottery games, and other forms of gambling. Given that they tend to be quite non-descript when it comes to the games they want to play, it is worth seeking online casinos that support a broad array of betting options.

You will find many top online casinos and sportsbooks that support a host of these options all under one roof. These are the types of venues you should head to, and you’ll find many of those right here on this page.

Who Can Play?

Slovak-friendly online casinos can fall into two categories. Firstly, there are those online casinos that are actively licensed in Slovakia. These should be your first port of call, as they are offering gameplay in your language, with your preferred payment methods, and they offer national support and assistance. Moreover, they are fully legal and licensed out of Slovakia.

The second type of casino you can come across are offshore casinos. These are not licensed in the country but still offer you a secure, safe, and trusted experience (if you pick one of our recommended sites). They can generally provide you with different payment methods than their counterparts and have larger gaming libraries at their disposal. You’ll find many of these reputable and trustworthy sites right here on this page, alongside Slovakia-licensed betting sites.

Online Casino Payment Options

In Slovakia, there are several payment methods that are specifically tailored to Slovak players or are widely used in the country for online casino transactions. Here’s a detailed list, split into categories:

Credit/Debit Cards:

  • Visa/Mastercard: Visa and Mastercard are globally recognized payment methods that are accepted at most online casinos. Slovak players can use their Visa or Mastercard credit and debit cards to deposit and withdraw funds quickly and securely.

Bank Transfers:

  • TrustPay: TrustPay is a popular payment method in Slovakia and neighboring countries. It allows users to make instant bank transfers from their bank accounts to online casinos. TrustPay supports transactions in various currencies and is known for its high security standards.

E-Wallets:

  • TatraPay: TatraPay is an e-wallet payment service specifically designed for the customers of Tatra Banka, one of the largest banks in Slovakia. Users can make instant transactions to online casinos, and the service is highly secure and easy to use.

Mobile Payments:

  • Telekom Pay: Telekom Pay is a mobile payment service provided by Slovak Telekom, a major telecommunications provider in Slovakia. It allows customers to make secure and fast payments to online casinos directly from their mobile phones.

Prepaid Cards/Vouchers:

  • Paysafecard: Although not exclusive to Slovakia, Paysafecard is a widely used prepaid payment method in the country. It allows users to purchase prepaid vouchers in various denominations and use them to make deposits at online casinos without the need for a bank account or credit card.

Cryptocurrencies:

  • Bitcoin (BTC): Bitcoin is a widely accepted cryptocurrency in the online gambling industry, and Slovak players can use it to deposit and withdraw funds at various online casinos. Transactions are fast, secure, and often come with lower fees compared to traditional payment methods.
  • Ethereum (ETH): Ethereum is another popular cryptocurrency used for online casino transactions in Slovakia. Like Bitcoin, Ethereum offers fast, secure, and low-fee transactions, making it an appealing option for online gamblers.

These are some of the most common payment methods for online casinos available to players in Slovakia. While some of these options may be exclusive to the country, others are widely used across the globe. It is important to check the specific online casino’s accepted payment methods and any restrictions or fees associated with them before making a transaction.

2023-2024 Online Gambling News & Updates in Slovakia

The online casino and gambling landscape in Slovakia is undergoing significant changes in 2024, with various regulatory updates and market dynamics shaping the industry.

Regulatory Environment

The Office for the Regulation of Gambling (ORG), Slovakia’s primary gaming authority, has introduced a whitelist of licensed online gambling operators to help players identify legal platforms. This move is part of a broader effort to combat the proliferation of unlicensed operators, which pose significant risks to players, including potential loss of winnings and lack of legal protections. Dávid Lenčéš, the ORG’s director, emphasized the need for players to verify the legality of online gambling sites to avoid these risks .

In terms of licensing, Slovakia has a dual system comprising general and individual licenses. The general license involves a notification procedure, while the individual license requires a more detailed application process. The ORG is responsible for drafting and publishing the general license, allowing stakeholders to comment on its provisions before it becomes effective.

Market Dynamics

The Slovakian gambling market saw substantial activity in 2023, with players placing €21.4 billion in bets. This significant volume underscores the market’s robust demand, especially in the online sector. However, the market’s growth is tempered by stringent regulations and a conservative approach to licensing new operators.

Currently, Tipsport is the sole fully licensed online operator in Slovakia, highlighting the challenges new entrants face in obtaining licenses. Despite these hurdles, foreign operators continue to cater to Slovakian players by offering services in the Slovak language and utilizing popular local payment methods. This situation arises because the authorities have not implemented strict measures to block unlicensed foreign operators, allowing players considerable freedom in choosing where to place their bets.

Advertising and Marketing

In 2024, Slovakia is set to upgrade its gambling advertising rules through a new “Concept of Responsible Advertising” document. This initiative aims to establish clear standards and responsible content for gambling advertisements across all media channels. The focus is on reducing the exposure of vulnerable populations to gambling advertisements and ensuring that the content is socially responsible.

Taxation and Compliance

Online gambling operators in Slovakia are subject to a 27% tax on the difference between accepted bets and payoffs. Additionally, operators must have their servers located within the country, ensuring compliance with local regulations. The Slovak government also imposes significant fines for violations, including up to €250,000 for promoting unlicensed sites .

Future Outlook

Looking ahead, the Slovak gambling market is poised for further regulatory refinements and potential growth in the licensed segment. The government’s efforts to enhance responsible gambling practices and curb unlicensed operations may lead to a more secure and regulated environment for players. Additionally, the market may see increased activity from international operators willing to comply with Slovakia’s stringent regulatory requirements to tap into its lucrative market.

In conclusion, while Slovakia’s online gambling market faces regulatory challenges, it also presents significant opportunities for compliant operators. The ongoing regulatory updates and market dynamics will continue to shape the landscape, ensuring a more secure and responsible gambling environment for Slovak players.
